The Hillsborough County Sheriff’s Office arrested a convicted felon following an investigation into the upload of Child Sexual Abuse Material (CSAM) that led to an armed standoff at a Plant City residence.
The investigation began after the National Center for Missing and Exploited Children received a CyberTipline report regarding the upload of multiple video files containing CSAM involving juvenile victims.
On September 15, 2026, HCSO’s Internet Predator Unit, with assistance from the HCSO SWAT Team, responded to a residence in the 3100 block of Juanita Drive to serve a search warrant.
As SWAT approached the residence, David Urbina, 43, allowed family members to exit the home before barricading himself inside. SWAT breached two areas of the residence, allowing negotiators to establish communication with Urbina. Despite repeated commands, Urbina refused to exit the residence.
During the standoff, Urbina, a convicted felon, armed himself with two firearms. After an extended conversation with negotiators, Urbina exited the residence. SWAT deployed a Taser, and Urbina was arrested.
During the incident, Urbina’s brother, Demencio Urbina, 47, arrived at the scene. He aggressively approached detectives, refused commands to leave the area, then resisted efforts to detain him. Detectives deployed a Taser, and Demencio Urbina was arrested.
Once the residence was cleared, detectives searched and seized numerous electronic devices. The investigation remains ongoing, and additional charges may be filed.
David Urbina was charged with:
- Solicitation or Possession of Child Sexual Abuse Material (10 or More Images) (x55)
- Felon in Possession of a Firearm (x3)
- Obstruction of Service or Execution of a Search Warrant
- Resisting Officer Without Violence
Demencio Urbina was charged with:
- Resisting an Officer Without Violence
- Obstruction During Execution of a Search Warrant
There were no injuries to HCSO personnel during the incident.
"This suspect thought he could hide behind a locked door and avoid accountability, he was wrong," said Sheriff Chad Chronister. "When he barricaded and armed himself, our SWAT Team and Internet Predator Unit responded with professionalism and patience, bringing resolution with no injuries. We will continue holding those who prey upon children accountable."
This investigation remains active, and the Public Affairs Office will provide any updates.
